This article will confirm why your candidate cannot use a manual certificate on the update service.
Because of your candidate's certificate being manually created rather than created electronically, it cannot be used to join the update service.
The DBS (Disclosure and Barring Service) have confirmed the following on their website:
"Unfortunately, manual certificates cannot be used to join the DBS Update Service and they cannot be added to an existing Update Service subscription. If a manual certificate is used after an Update Service subscription has been paid for, a refund will be issued."
