The order will get placed if the data is good enough to place the order.
If there is something completely wrong with the data, then the session (webpage) would usually display some of the data which is wrong within the file.
Data that is correct will upload, while incorrect data will not.
If a row of data (which is data relating to an individual candidate) has an error in it, then the order for that candidate won't be placed.
You should fix the problem with the data and then re-upload the file (but, you must make sure to remove all those rows/candidates that were successfully placed with the first file upload)
